Dominique asks whether this assistance is linked to the Haitian government's accords with the IMF, World Bank, and the Inter-American Development Bank to "modernize" (privatize) the Haitian economy. Rouzier insists these changes come first from within the Haitian state, which recognized the need to reform the economy and public administration. Philippe Rouzier died in the 12 January 2010 earthquake.

Dominique demande si cette aide n’est pas liée à l’accord signé par l’état haïtien avec le FMI, la Banque Mondiale et la BID pour « moderniser » (privatiser) l’économie haïtienne. Rouzier insiste pour dire que c’est l’état haïtien qui a initié ces changements, après avoir constaté qu’il faut une réforme de l’économie et de l’administration publique. Philippe Rouzier est mort dans le séisme du 12 Janvier 2010.
