  • Member of parliament Alix "Boulon" Fils-Aimé discusses with Jean Dominique the United States' announcement that they will not be extraditing FRAPH leader Emmanuel "Toto" Constant to Haiti because the case is too sensitive for the Haitian justice system to handle it. They also discuss insecurity, the spread of firearms and the need for disarmament (though members of the municipal government themselves continue to have illegal firearms), local governments (ASECs and CASECs) and the need for decentralization, NGOs and other institutions treating Haiti like a laboratory, infrastructure, and management of the national budget. Fils-Aimé discusses at length the need for change in Haiti's international relations, and criticizes the policies of Foreign Minister Fritz Longchamp.
