Jocelyn McCalla de l'organisation National Coalition for Haitian Rights (NCHR) s'intéresse à la libération par le gouvernement américain de Emmanuel « Toto » Constant, chef et bourreau des FRAPH. Les militants haïtiens demandent l'extradition de Constant à Haïti afin qu'il soit jugé. McCalla met en lumière le contraste qu'il existe entre ce cas et celui de Patrick Elie, alors détenu dans une prison de Virginie. Il parle aussi du rapport de NCHR au sujet des conditions de vie dans les bateys dominicains ainsi que de la déportation par la République dominicaine des Haïtiens et des présumés Haïtiens (souvent des citoyens dominicains de couleur de peau noire). Il mentionne également The Fugees et comment ces derniers changent la perception des réfugiés aux États-Unis.

Jocelyn McCalla of the National Coalition for Haitian Rights (NCHR) discusses the US government's release of FRAPH leader and torturer Emmanuel "Toto" Constant. Haitian activists call for Constant to be returned to Haiti so he can be brought to justice. He contrasts this to the US government's treatment of Patrick Elie, then being held in a Virginia prison. They discuss NCHR's report on conditions in the bateys in the Dominican Republic, and the Dominican Republic's deportation of Haitian people and supposed Haitians (often dark-skinned Dominican citizens). They also talk about The Fugees and how they are changing the perception of refugees in the US.
