Jean Dominique interviews agronomists and members of the Association nationale des agro-professionnels haïtiens (ANDAH) Ketty Pequiot and Abraham Sheffer on current negotiations on structural adjustment programs and the future of the domestic production of Haiti. They express doubts that foreign aid donors and structural adjustment programs can make lasting, positive change for Haiti's development. They point to the effects of imported rice from Miami on domestic production, which set back Haiti's national production by more than a decade. They discuss the importance of protecting the agricultural production of peasants and food security.

Ils déclarent douter que les bailleurs de fonds étrangers et le programme d’ajustement structurel puissent vraiment aider au développement d’Haïti.
