Sometimes, Jean-Baptiste says, you have to make compromises. Still, Haiti will never be truly sovereign if domestic production continues to suffer, if it is dependent on other countries to feed itself. This is why, according to Jean-Baptiste, tariffs are a greater problem than privatization. He also emphasizes the importance of decentralization.
