  • Bernard Ethéart, director of INARA, discusses the successes and challenges of agrarian reform with Jean Dominique. Ethéart describes in particular the resolution of the land conflict between peasant farmers and the Aimé family in Desdunes in the Artibonite, and whether that model can be exported to other regions of the Artibonite (for example in Bocozelle, where land conflict between Edouard Vieux and farmers continues). In Milot and Limonade in the Nord deparment and Plantation Dauphin in the Nord-Est, the land ownership situation is totally different. They also discuss irrigation and drainage, INARA's lack of funding, the possibility of an agrarian reform law, and other subjects.
