Special Face à l'Opinion program devoted to the question of privatization, with Chavannes Jean-Baptiste, leader of MPP and special adviser to President René Préval; Camille Chalmers of PAPDA; Yves Sanon of the Kolektif Mobilizasyon Kont FMI; and Jean Marie Pierre of CNEH. In 1994, the Haitian government signed the World Bank-sponsored Paris Accord, which required the adoption of structural adjustment policies -- austerity measures, privatization of state enterprises (TELECO, Ciment d'Haïti, EDH, the Minoterie, as well as the airport and the port authority, among others), and lowered tariffs -- as conditions for loans and for ensuring Jean-Bertrand Aristide's return to power. According to Yves Sanon, the neoliberal agenda will not strengthen Haiti's agricultural sector or domestic production; it will only reinforce foreign domination of Haiti. According to Chalmers, the neoliberal agenda is antithetical to true democracy and the strengthening of state institutions in Haiti. Chavannes Jean-Baptiste clarifies that as a peasant rights activist, he is against the neoliberal agenda, but upon Aristide's return the Haitian economy was in such a state of disrepair after the pillaging of the coup years that there was no choice but to adopt these measures. Listeners call in to ask questions and participate in the conversation, one of whom accuses Jean-Baptiste of being a hypocrite who is spreading propaganda for the neoliberal privatization plan. Moderated by Jean Dominique, who encourages both guests and callers to respond to one another respectfully and calmly.
Émission spéciale de Face à l’Opinion consacrée à la privatisation, avec Chavannes Jean-Baptiste, leader du MPP et conseiller spécial du président René Préval, Camille Chalmers de la PAPDA, Yves Sanon du Collectif Mobilisation contre le FMI, et Jean-Marie Pierre de la CNEH. En 1994, l’état haïtien avait signé l’Accord de Paris que la Banque Mondiale avait sponsorisé, qui exigeait du gouvernement haïtien l’application d’une politique d’ajustement structurel : mesures d’austérité, privatisation des entreprises publiques (TELECO, Ciment d’Haïti, EDH, Minoterie, les aéroports et l’Autorité portuaire), ainsi que la baisse des tarifs douaniers – comme conditions pour des prêts et pour le retour d’Aristide au pouvoir. D’après Yves Sanon, le programme néolibéral ne sera bénéfique ni au secteur agricole ni à la production nationale. Il va renforcer la domination des puissances étrangères en Haïti. D’après Chalmers, le plan néolibéral est anti-démocratique et n’aidera pas à renforcer les institutions en Haïti. Chavannes Jean-Baptiste déclare qu’il est contre le plan néolibéral comme militant pour les droits des paysans, mais lorsqu’Aristide est revenu au pays, l’économie haïtienne était tellement dévastée par les années du coup d’état qu’il n’ont pas eu d’autre choix que d’adopter ces mesures.
