  • Jean Dominique interviews Paul Latortue, director of the Unité Centrale de Gestion (UCG). UCG is responsible for maintaining numerous development projects underway in Haiti. Latortue emphasizes two of UCG's projects, Programme d'urgence et de redressement économique (PURE) funded by the Inter-American Development Bank, and Projet création d’emploi (PCE) funded by the World Bank. PURE has initiated projects to improve agriculture, infrastructure, and energy production, in collaboration with Électricité d'Haïti (EDH). Latortue explains that UCG's role is to show donors that the Haitian government has the means to maintain development projects once they have been started. He assures Dominique that this is not the start of rampant privatization.

Latortue explique que le rôle de l’UCG est de montrer aux donateurs que l’état haïtien est capable de poursuivre les projets de développement une fois qu’ils ont été entamés. Il assure Dominique que les projets de l’UCG ne signifient pas le début de la privatisation à travers tout le pays.
