Jean Dominique interviews Jean-Robert Martinez, senator of the Sud-Est, about how he would describe the state of the country two months after the inauguration of President René Préval. Martinez describes Haiti as generally in a state of crisis, but great political strides have been made since the coup d'état, namely the return of democratic order with President Aristide and the recent election of President Préval. He discusses the effects of decentralization for the territorial collectivities. Martinez states the social problems Haiti is facing such as overpopulation in cities, diminished wages, unemployment, environmental degradation, and others, are the inevitable results of political crisis. They discuss the role of foreign intervention and privatization in Haiti's development. They discuss the pervasiveness of non-governmental organizations.
Jean Dominique discute avec le Sénateur du Sud-est, Jean-Robert Martinez, de la situation du pays, deux mois après la prestation de serment du Président René Préval. Martinez déclare que le pays est en crise, mais qu’il y a eu des améliorations depuis le coup d’état de 1991, comme le retour à l’ordre démocratique avec le Président Aristide et l’élection du Président Préval. Il parle des effets de la décentralisation sur les collectivités territoriales. Martinez dit que les problèmes sociaux auxquels Haïti est confrontée, comme la surpopulation des villes, l’inflation, le chômage, la dégradation de l’environnement, sont causés par la crise politique. Discussion sur le rôle de l’intervention internationale et de la privatisation dans le développement d’Haïti. Discussion aussi sur la quantité d’organisations non gouvernementales présentes dans le pays.
