Goodwin eksplike objektif PADF te poze nan 1993 pou kreye anplwa nan Ayiti epi mete plis lajan nan ekonomi peyi a aprè anbago a. Pwojè PADF sa ap priyoritize anplwaye moun pou travay nan konstriksyon wout, konsèvasyon sòl, eliminasyon fatra, ak irigasyon. Félix pale sou defi yo jwenn nan objektif yo pou yo restore anviwonnman an, tankou debwazman ki fèt pou fè chabon.
Jean Dominique interviews Steve Goodwin, Danemark Jacques, and agronomist Joseph Félix, three representatives from non-governmental organization Pan American Development Foundation (PADF). Goodwin describes PADF's goal set in 1993 to create jobs in Haiti and inject money into the Haitian economy following the embargo. The PADF project would focus on employing people for road building, soil conservation, waste disposal, and irrigation. Félix describes charcoal-making as a challenge to the project's environmental goals.
