Philippe Dewez de la Banque Interaméricaine de Développement (BID) parle des projets que finance son organisation à Haïti, notamment ceux touchant aux PME, à l'éducation, à l'hygiène et à la modernisation des infrastructures publiques. Ils parlent des projets de l'ODVA que la BIP soutient à l'Artibonite, particulièrement concernant l'irrigation, le drainage des terres et la restauration des routes. Ils abordent la question des « projets à haute intensité de main d'œuvre » ainsi que celles de la privatisation et de la dette publique. Dominique se demande si le secteur privé est la solution aux problèmes du pays, prenant comme exemples l'importation de riz qui détruit la production nationale et les vêtements d'occasion provenant de l'étranger qui menacent les tailleurs haïtiens. Dewez répond que l'État doit mettre en place des règles et des régulations pour protéger la production nationale.

They discuss the IDB's support of the activities of ODVA in the Artibonite, particularly irrigation and drainage projects, and the IDB's support of road rehabilitation. Dominique asks about privatization and debt, and the foreign economic plan for Haiti. They discuss labor-intensive projects (projets à haute intensité de main d'œuvre), and Dominique questions whether the private sector is the solution to Haiti's woes, citing the example of foreign rice destroying Haiti's rice production and of secondhand foreign clothes threatening the livelihood of Haitian tailors. Dewez says that the state must implement rules and regulations to protect national production.
