Smarth addresses the fact that he was initially reluctant to be prime minister, but states he is now totally committed to his role. When asked to summarize what he thinks the most important tasks will be, he emphasizes consolidation of democracy, agricultural development and national production. Dominique asks Smarth about his position on privatization, international aid, and structural adjustment programs. Smarth states that Haiti needs the international community because the country lacks resources. They discuss the duties of a prime minister.

Smarth explique qu’il avait hésité à accepter ce poste, mais que maintenant il y était totalement dédié. À la question de Dominique sur ce qu’il croit le plus important à réaliser, il répond que c’est la consolidation de la démocratie, le développement agricole et la production nationale. Dominique l’interroge sur ses positions sur la privatisation, l’aide internationale, le programme d’ajustement structurel. Smarth explique qu’Haïti a besoin de l’aide internationale car le pays n’a pas suffisamment de ressources. Ils discutent aussi des responsabilités d’un premier ministre.
