Dr. Peck and Mme. Pompilus of OFATMA discuss the problems facing OFATMA, including debt as the result of employers that do not pay for their employees' health insurance. OFATMA nonetheless provides care for injured workers, which drives them further into debt and renders them unable to pay their own employees. OFATMA also receives pressure from "popular organizations" in Cité Soleil, which forces the administration to make concessions in terms of hiring and retention of employees. They discuss OFATMA's work with the WHO to issue health insurance cards; the WHO collaboration also emphasizes sexually-transmitted diseases and family planning. They also discuss the function of OFATMA, the relationship between treatment and prevention, and the goal of decentralizing OFATMA.
Le Docteur Peck et Madame Pompilus, responsables à l’OFATMA, abordent les problèmes que connait l’institution, comme les dettes de plusieurs entreprises qui ne paient pas d’assurance pour leurs employés. Malgré tout, l’OFATMA est obligé de soigner les ouvriers blessés, ce qui augmente la dette, et occasionne des retards de paiement de l’institution envers ses propres employés. Les organisations populaires de Cité Soleil font parfois pression sur l’institution, ce qui force la direction à faire des concessions concernant les postes à pourvoir. Ils indiquent que l’OFATMA collabore avec l’OMS pour l’attribution des cartes d’assurance-santé.
