  • Le riziculteur Charles Suffrard explique les problèmes auxquels font face les paysans de l'Artibonite et son rôle au sein du comité de surveillance de l'ODVA. Nombreux sont les riziculteurs qui se méfient de l'ODVA et ont l'impression d'être délaissés par cette dernière. Les paysans font face aux problèmes de crédit de courte durée (« les ponya ») et d'un sérieux manque de canaux d'irrigation et de drainage pour leurs rizières. L'ODVA a détourné les fonds qui devaient être alloués aux fermiers de l'Artibonite et la production nationale continue de souffrir de l'importation de riz états-unien. Selon Suffrard, la solution est de décentraliser l'ODVA dans les différentes communes de l'Artibonite. Il mentionne aussi le problème de l'engrais : les paysans s'endettent pour acheter de l'engrais de mauvaise qualité dont la vente profite aux commerçants malhonnêtes.

  • Rice farmer Charles Suffrard describes the problems facing farmers of the Artibonite and his role on the monitoring committee for ODVA. Many rice farmers distrust ODVA and feel that it is not doing anything for them, as they face problems of predatory lending ("ponya") and a serious lack of proper irrigation and drainage for their rice fields. ODVA has misappropriated funds that were supposed to be used to support the farmers of the Artibonite, and national production continues to struggle in the face of imported US rice. According to Suffrard, the solution is for ODVA to be decentralized throughout the communes of the Artibonite. He also describes the problem of fertilizer: farmers must borrow money in order to buy fertilizer, the fertilizer is often not good quality, and various people along the way are profiting from the sale of fertilizer.
