  • Fritzson Orius goes to the Artibonite, following President René Préval's visit there the previous week, to meet with the director of ODVA, officials from the Inter-American Development Bank (IADB) Philippe Derose and Eric Pierre, and local officials to discuss the whereabouts of a loan that IADB promised Haiti 5 years prior in 1991. IADB promised to loan Haiti 15 million USD in 1991, but the money was never released, despite the fact that Haiti has been paying interest on the amount promised. Derose explains the terms of development loans and the reasons why Haiti has not yet seen the money. ODVA and local officials explain plans they had for the money, including repair of ODVA's agricultural machinery, road-building, and soil rehabilitation. Gesner Alphonse, a member of the Bocozelle-based peasant's organization Komite Pou Lapè (Committee for Peace), addresses the president and talks about the committee's goals.

  • Fritzson Orius s’est rendu dans l’Artibonite après que le Président René Préval ait visité la région la semaine précédente, pour rencontrer le directeur de l’ODVA, les officiels de la Banque Interaméricaine pour le Développement (BID) Philippe Derose et Ericq Pierre, ainsi que d’autres fonctionnaires et leaders locaux, pour discuter des 15 millions de dollars promis par la BID à Haïti en 1991. Cet argent, promis depuis 5 ans, n’a jamais été décaissé et Haïti paie des intérêts sur cette somme. Derose explique à quelles conditions la BID avait consenti ce prêt et les raisons pour lesquelles il n’est pas encore décaissé. L’ODVA et les autres officiels locaux présentent les travaux qui devaient être réalisés grâce à ce prêt : réparation d’équipements agricoles en panne, construction de routes et réhabilitation des sols.
