Civil engineer, lawyer, and customs inspector Willy Louis meets with Jean Dominique concerning his recent participation in the Haitian customs transition committee. Louis presented the committee with a document he wrote on reforming customs to serve a democratic and modern Haiti. Louis's document suggested that the government could get money from customs, up to 67 percent of its budget needs, rather than relying on foreign entities for aid. He discusses the issue of contraband, and the complicity of government and customs workers in the issue. Dominique and Louis list various public services that could be improved if the government were to reduce its deficit.
Ingénieur civil, avocat et employé des douanes, Willy Louis discute avec Jean Dominique de sa participation au comité de transition sur la douane haïtienne. Louis avait présenté au comité un document qu’il avait écrit sur la réforme de la douane, dans une Haïti démocratique et moderne. Le document de Louis suggère que l’état haïtien pourrait trouver 67% de son budget à même les rentrées de la douane, au lieu de dépendre de l’aide internationale. Il parle aussi de la contrebande, où il y a souvent complicité du gouvernement avec quelques employés des douanes. Dominique et Louis citent différents services publics que l’état pourrait réformer pour réduire le déficit budgétaire.
