Erl Jean-Pierre, a delegate of the Ouest, meets with Jean Dominique to explain recent incidents of insecurity in Petit-Goâve. On election day, someone in a vehicle shot a gun into the air. The license plate of the car was noted, and all traffic stop police officers were told to arrest the car if they see it. The car was stopped and the driver arrested in Petit-Goâve. The driver was found to be the former coordinator of FRAPH in Petit-Goâve. When he was arrested, he paid off the officers to release him. The judge who agreed to release him was then arrested. Jean-Pierre explains that Petit-Goâve has a history of not fully complying with disarmament orders, and that is why the perpetrator chose to flee to Petit-Goâve. Additionally, a police car in Vialet was shot at with an automatic gun, as well as a MINUAH vehicle. He explains that this violence is a serious threat because the perpetrators are armed and have the means to buy off public officials, a strong network, uniforms, and a political agenda of destabilization. They are supported by contraband vendors at the port and Lavalas militants they have bought off. Sixteen arrests have already been made, not including those who have fled. Dominique and Jean-Pierre discuss the role of a delegate in relation to the police force of each department, and internal problems within the police force. They discuss the problem of government funds that are not helping the people, and the need for the government to fix these problems.
Erl Jean-Pierre, un délégué de l'Ouest, rencontre Jean Dominique pour expliquer la récente série d'incidents d'insécurité à Petit-Goâve. Le conducteur d'une voiture tira en l'air le jour de l'élection. Sa plaque fut relevée et la consigne fut donnée à tous les policiers contrôlant la circulation de l'arrêter sur-le-champ s'ils l'apercevaient. La voiture fut en effet stoppée et son conducteur interpellé à Petit-Goâve ; il s'agissait de l'ancien coordinateur des FRAPH de la ville. Aussitôt après son arrestation, il paya les policiers afin d'être remis en liberté. Le juge qui autorisa sa libération fut plus tard arrêté. Jean-Pierre explique que Petit-Goâve est historiquement rebelle vis-à-vis des consignes de désarmement – c'est pour cela que le coupable a choisi de s'y enfuir. D'autre part, une voiture de police et un véhicule de la MINUAH essuyèrent des tirs de mitraillette à Vialet. Jean-Pierre considère que la violence représente une menace sérieuse puisque les criminels sont armés et qu'ils ont les moyens d'acheter le silence des autorités locales ainsi que des uniformes, un solide réseau et un agenda de déstabilisation politique. Ils sont soutenus par les contrebandiers du port et les militants de Lavalas à qui ils donnent des pots-de-vin. Seize personnes ont été arrêtées, sans compter ceux qui ont fui. Dominique et Jean-Pierre discutent du rôle des délégués vis-à-vis des forces de police de chaque département et des problèmes internes dans la police, ainsi que du financement gouvernemental qui n'aide pas le peuple.
