  • President of the Senate and National Assembly Senator Edgar "Gardy" Leblanc explains to Jean Dominique what the role of a prime minister should be. Dominique mentions that of two hundred years of existence, Haiti has only had a prime minister for the past five years and is only recently learning what having that office is like. Leblanc states that a prime minister acts as a coordinator and team leader, who shares the same vision as the team, and who governs the country on a daily basis. He distinguishes the role of prime minister, a head of governance, with that of the president, the head of state. He states any conflict in role between the president and prime minister can be managed as the role of prime minister evolves. Now, Leblanc explains, instead of being chosen based on one's personal relationship with the president, a prime minister is chosen based on meeting the criteria laid out in the 1987 Constitution to address the country's needs and address the demands of the populace. They discuss the dynamic between former prime ministers and presidents of Haiti. They also talk about President Préval's recent speech in which he declared it was time to re-establish the authority of the Haitian state, and what this statement means to different people.

Dominique souligne que sur les deux-cents années d'existence d'Haïti, le pays n'a un Premier ministre que depuis les cinq dernières et que la compréhension du rôle qu'il joue est donc toute récente. Selon Leblanc, le Premier ministre agit comme coordinateur et chef d'équipe, partage la même vision que son cabinet et gouverne quotidiennement le pays. Il fait la distinction entre le rôle de Premier ministre, le chef du gouvernement, et le président, le chef de l'État. Il déclare que n'importe quel conflit entre le président et le Premier ministre sera résolu au fur et à mesure que le rôle du Premier ministre évolue.
