  • Henry Desamours, senator from Jean-Rabel, discusses with Pierre Emmanuel the problem of justice in the Nord-Ouest and in Haiti in general. He remains worried about the newly-formed Police Nationale d'Haïti, and believes that MINUHA's peacekeeping mandate and duration should be clear. He describes how the peasant farmers of the Nord-Ouest are collaborating and dealing with questions of land rights in the absence of chefs de section; land ownership continues to be a complex issue. According to Desamours, the people of Jean-Rabel are waiting for land reform to begin in their area. Environmental degradation, including erosion, drought, and deforestation, continues to plague the Nord-Ouest (especially the "Far-Ouest"), contributing to famine and standing in the way of local agricultural production. Though there is a hospital and several health centers in the Nord-Ouest, they are often ill-equipped and understaffed, and controlled by NGOs rather than the state. The population of Jean-Rabel has long been demanding quality education, but they have not attained it. At the end of the interview, Desamours explains why he ran as an independent candidate and is not part of any political party.

  • Henry Desamours, le sénateur de Jean-Rabel, s'entretient avec Pierre Emmanuel au sujet des problèmes de justice dans le Nord-Ouest et à travers le pays. Il reste méfiant vis-à-vis de la création de la nouvelle Police Nationale d'Haïti et pense que le mandat et la date limite de la MINUHA devraient être clairs. Il raconte comment les paysans du Nord-Ouest collaborent et gèrent les questions concernant les droits fonciers en l'absence des chefs de section ; cela reste une question épineuse. D'après lui, les habitants de Jean-Rabel attendent toujours que la réforme agraire commence dans leur région. La dégradation environnementale, illustrée par l'érosion, la sécheresse et la déforestation, continue de ronger le Nord-Ouest (surtout le « Far-Ouest »), créant des famines et empêchant toute production agricole. Bien qu'il y ait un hôpital et plusieurs centres de santé dans la région, ils manquent souvent de moyens et de personnel et sont contrôlés par des ONG plutôt que par l'État. Ça fait longtemps que la population de Jean-Rabel demande une éducation de qualité, sans résultat. Vers la fin de l'interview, Desamours explique pourquoi il a choisi de faire campagne en tant qu'un indépendant et n'appartient à aucun parti politique.
