  • Bernard Ethéart and Sabine Manigat of INARA discuss the agrarian reform project underway in Haiti. INARA is understaffed and underfunded -- Ethéard and Manigat are the only two employees, they lack a headquarters, and though they have a car, they pay for the gas themselves. (INARA also does not have an agronomist on staff, and Jean Dominique would like to know why.) They discuss INARA's sources of funding, including the UN Food and Agriculture Organization and the Inter-American Development Bank, which has been supporting a pilot project in the Nord-Est. Dominique asks if land reform is truly possible, or if INARA has been tasked with carrying out foreigners' agro-industry projects in Haiti. In Ethéart's words, is INARA supporting smallholders' plots of land (jaden) or large-scale plantation farming? According to Ethéart, the reason smallholders (ti peyizan) in Haiti have never succeeded is that they are crushed under levies and obstacles: greedy landowners who force them into sharecropping and tenancy (including the illegal leasing of state-owned land), predatory lending, the destruction of grain silos, and authorities that deny them their land rights. According to Manigat, the state has never prioritized the needs and rights of the peasantry. They discuss the particular case of Haitian rice production in the face of imported Miami rice, and the larger question of national production in the face of globalization, privatization, and liberalization in which the IMF is instructing Haiti to lower its tariffs.

Selon Manigat, les besoins et les droits des paysans n'ont jamais été la priorité de l'État. Ils se penchent en particulier sur le riz importé de Miami qui ruine la production de riz locale et sur la question plus générale de la production nationale à l'heure de la mondialisation, de la privatisation et de la libéralisation, alors que le FMI demande à Haïti de baisser ses droits de douane.
