  • Charles Tardieu and Marie Carmel Coupette of the Plan National d'Éducation describe a series of conferences they organized around the country, throughout the various departments, to discuss and brainstorm around the question of education reform and the decentralization of education in Haiti. They describe the obstacles facing Haiti's education system, including the state's lack of responsibility and the proliferation of low-quality private schools ("lekòl bolèt"). They also address other subjects, such as the role of the private sector and the international community, the applicability of the Bernard education reform today, and the role of education in creating a productive and democratic society.
