Charles Tardieu and Marie Carmel Coupette of the Plan National d'Éducation describe a series of conferences they organized around the country, throughout the various departments, to discuss and brainstorm around the question of education reform and the decentralization of education in Haiti. They describe the obstacles facing Haiti's education system, including the state's lack of responsibility and the proliferation of low-quality private schools ("lekòl bolèt"). They also address other subjects, such as the role of the private sector and the international community, the applicability of the Bernard education reform today, and the role of education in creating a productive and democratic society.
Charles Tardieu et Marie Carmel Coupet, du Plan national d’éducation, parlent d’une série de congrès organisés à travers le pays, dans tous les départements, pour discuter de la réforme éducative et de la décentralisation de l’éducation en Haïti. Ils décrivent les obstacles que rencontre le système éducatif, comme le manque de responsabilité de l’État et la multiplication des écoles « borlettes ». Ils abordent d’autres sujets : le rôle de secteur privé et de la communauté internationale, la pertinence de la réforme Bernard actuellement, le rôle de l’éducation dans la création d’une société productive et démocratique.
