  • Françoise Boucard, president of the Commission Nationale de Vérité et de Justice, discusses the commission's soon-to-be-released report on human rights violations during the 1991-1994 coup years. She explains how the commission did its research, collecting testimonials and attempting to quantify the repression of the coup years. The commission collaborated with the Commission Nationale Justice et Paix, MICIVIH, POHDH, and other institutions. Boucard discusses in particular investigations into the Raboteau massacre, and the linkages between army and the paramilitary FRAPH. According to Boucard, this repression is structural and at the core of the way the Haitian state works.

Elle explique comment la commission mena ses recherches, recueillit des témoignages et essaya de de quantifier la répression durant cette période. La commission collabora entre autres avec la Commission Nationale Justice et Paix, la MICIVIH et la POHDH.
