  • Lawyer William (Bill) O'Neil discusses with Jean Dominique the training of the Police Nationale d'Haïti, the role of "civpol" (international civilian policing), continuing suspicions against officers of the now-dismantled army who may seek to join the police force in the post-coup era. They also discuss US aid in financing the PNH, and US involvement in Haitian politics in general. Haiti is important to internal politics within the United States; according to O'Neil, Republicans cannot bear for Haiti (the return of Aristide and constitutional order) to be considered a success for the Clinton presidency. O'Neil and Dominique also discuss the assassination of Guy Malary, and the reasons why MICIVIH was unable to investigate the assassination fully. MICIVIH released a report in 1994 on the human rights situation in Haiti, after which a cable sent from the US embassy to the State Department claiming that the human rights situation in Haiti was not significant. O'Neil and Dominique also discuss the importance of the Truth and Justice Commission, and MICIVIH's work with the Ministry of Justice to reform the justice system. O'Neil gives his overall impressions of the human rights situation in Haiti. O'Neil previously worked with the Lawyers Committee for Human Rights and NCHR, and was, at the time of this interview, a consultant for the United Nations.
