Jean Dominique interviewe Bell Angelot, délégué du Cap-Haïtien et Gérarda Élysée, délégué des Gonaïves, sur leurs qualifications pour leur nomination à ces postes et sur la réception du peuple jusqu'à présent. Élysée parle de son expérience dans les écoles et surtout de son travail avec les enfants handicapés ainsi que de ses efforts pour créer des lycées mixtes. Angelot déclare que les manifestations qui s'opposent à sa nomination sont issues d'une minorité de la population qui est insatisfaite de la vitesse à laquelle les conséquences du coup d'État de 1991 se résolvent. Tous deux analysent les effets de la décentralisation sur le développement de la démocratie.

Jean Dominique interviews Bell Angelot, commissioner of Cap-Haïtien, and Gérarda Élysée, commissioner of Gonaïves, on their qualifications for their appointments to their positions and the public's reception thus far. Elysée lists her experience in schools, namely her work with children with disabilities and her work to integrate the high school classes by gender. Angelot talks about the protests to his appointment as being the work of only a portion of the population who are unsatisfied with the rate at which the effects of the 1991 coup d'etat are being resolved. They also discuss the effects of decentralization on the developing democracy.
