Lilavois et Coicou expliquent à Dominique les pertes financières et matérielles subies par Rectel à cause du décret. Si ce n'était pas pour l'appel d'offre, Rectel aurait été la première compagnie téléphonique d'Haïti.

Lilavois and Coicou describe to Dominique the financial and material loss suffered by the company as a result of the order. If it were not for this call for bids, Rectel would have been Haiti's first cellular phone provider.
