The chef de section, along with the CASECs, abuse their power and exploit the peasants -- for example, by making them pay for birth certificates. The Jean Rabel massacre of July 1987 has prevented grassroots peasant groups from organizing, and the March 29 arrests have intimidated them. They describe the role of Père Clérismé and the ti legliz movement in advising them, but they are really the ones who organize themselves. The peasant farmers from Mahotière, like many other grassroots groups, have been accused of being communist. They say that the chefs de section do not understand the constitution, or else they would respect it. They would like the elect their own CASECs and have true local representation. (00:34:20)The grassroots group opens with a prayer, then introduces members of the Komite Tèt Ansanm Onè Respè Konstitisyon, who have come in solidarity with the peasants of Beauchamp after the March 29 arrests. Those in attendance include Dr. Louis Roy, one of the people who wrote the constitution, Pauris Jean-Baptiste, who translated the constitution into Haitian Creole, Brother Gilles Danroc, and René Préval.

Le massacre de Jean Rabel en juillet 1987 a empêché les groupements paysans de se réunir et les arrestations du 29 mars leur ont fait peur. Ils expliquent que le père Clérismé et le mouvement ti legliz ont un rôle de conseil, mais qu'ils s'organisent eux-mêmes. Les paysans de Mahotière, comme beaucoup d'autres organisations locales, ont été accusés d'être communistes. Selon eux, les chefs de section ne comprennent pas la constitution, sinon ils la respecteraient. Ils aimeraient élire leur propre CASEC et avoir une vraie représentation locale. (00:34:20) L'organisation paysanne commence la réunion par une prière puis présente les membres du Komite Tèt Ansanm Onè Respè Konstitisyon, qui sont venus exprimer leur solidarité aux paysans après l'arrestation du 29 mars. Dans l'assemblée sont présents Louis Roy, l'un des auteurs de la constitution, Pauris Jean-Baptiste, qui traduisit la constitution en créole, le frère Gilles Danroc et René Préval.
