"The practice of Medicine being the only business to which the Credit System necessarily attaches, and the provisions of the Constitution in regard to the Homestead Bill being such that the Legislature can not pass any law to prevent its abuse, the undersigned of the County of Montgomery, consider it necessary and right to adopt and make known the following regulation by which they will hereafter be governed."
