Mr. Bellinger, of Barnwell, candidate for Congress from the Second Congressional Districe, or his friends and supporters, on the eve of the second primary have issued a scurrilous circular which contains an unwarranted attack upon Col George W. Croft, of Aiken, his opponent in the second primary. The newspaper article is a rebuttal.
