Circular letter from the Provost Marshal of Freedmen for Natchez, Mississippi, George D. Reynolds, dated March 30, 1865. The letter outlines new hiring and standard of living requirements: "Planters, wishing Freedmen to labor on plantations, must apply to this office for a proper permit to hire. After securing such permit, Planters can proceed to any Freedman Camp in the District and hire Freedmen, but must enter into a written contract with them before they are taken to the plantation." Planters should supply for workers food and clothing, the minimums of each listed at the bottom of the circular.
