This document refers to the necessity, or not, of choosing a fourth Constable for the County of Inverness-shire, when in the year 1786 were only chosen three and it seemed enough. Archibald Fraser of Lovat was the Chief of the Clan Fraser of Lovat and a Member of Parliament (M.P) for Inverness-shire which he represented down to 1796.
