| Agnes DeRouen | Now for some local news. | 3:49 |
| For the second time in two days child molesting | 3:50 | |

| Eunice police have charged a 24 year old man | 3:54 | |
| with aggravated rape | 3:56 | |
| and oral sexual battery of a 12 year old. | 3:57 | |
| Police say Russell Fontano was arrested | 4:00 | |
| after the young woman came forward with her claims. | 4:02 | |
| And police say according to her, | 4:04 | |
| the assaults had been taking place for almost two years. | 4:06 | |
| Interviewee | He was a friend of the family | 4:12 |
| and when the mother had to go out of town | 4:15 | |

| And when the man's wife wasn't home, | 4:23 | |
| that's when he'd take advantage of the little girl and. | 4:27 | |
| - | A district judge denied bond for Fontano today. | 4:32 |
| Eunice Police say this isn't the first time | 4:34 | |
| this man has been arrested on rape charges. | 4:36 | |
| Last year, a 19 year old filed rape charges against him, | 4:38 | |
| but later dropped those charges. | 4:41 | |
| Bill Leger | Funeral services | 4:43 |
| will be held tomorrow in Hammond | 4:44 | |

| who was found slain two days ago. | 4:48 | |
| Authorities have arrested the woman | 4:50 | |
| who was babysitting Matthew Populis when he disappeared | 4:52 | |
| one week ago. | 4:54 | |
| Officials have booked 31 year old Evelyn McKnight | 4:56 | |
| with obstruction of justice. | 4:58 | |
| Officials say she knew the child had been killed, | 4:59 | |
| but failed to tell authorities. | 5:02 | |
| McKnight's boyfriend has been charged | 5:04 | |
| with murdering the child. | 5:05 | |
| Now tonight at six o'clock on Action 3 News, | 5:07 | |
| Matthew's mother, Robin, | 5:09 | |
| speaks out for the first time | 5:10 | |
| since her little boy was murdered. | 5:12 | |
| Agnes DeRouen | Turning to other news, | 5:15 |
| the St. Landry Parish police jury may be bowing | 5:16 | |
| to public pressure over an automobile user fee. | 5:18 | |
| As we told you earlier this month, | 5:21 | |
| the jury passed the fee without any citizen's input, | 5:23 | |
| but they've gotten plenty of input since. | 5:26 | |
| And as Anne Meyers tells us, | 5:28 | |
| there's now a move underway to rescind the fee. | 5:29 | |
| Anne Meyers | It looks like the automobile user fee | 5:33 |
| isn't going over too big in St. Landry Parish. | 5:35 | |
| Last week the police jury passed a $30 charge | 5:38 | |
| on private vehicles and up to 60 on commercial. | 5:42 | |
| Interviewee 2 | I think it is a rip off, you know. | 5:46 |
| I really don't believe in paying taxes for that. | 5:48 | |
| - | [Nelson Foret: Eunice Resident] Yeah, | 5:50 |
| it's a regular ripoff. | 5:51 | |
| What do you think we are? | 5:52 | |
| We don't have each in our wealth. | 5:54 | |
| Anne Meyers | The money is slated for road repairs. | 5:57 |
| Jury members passed the fee on an eight to five vote, | 5:59 | |
| but they didn't ask for any public input. | 6:02 | |
| Jury president Red Bihm voted against the fee | 6:05 | |
| and says he's hearing plenty from residents now. | 6:08 | |
| - | [Red Bihm: Police Jury President] Oh my God, | 6:11 |
| I bet you I've had 500 or better calls. | 6:12 | |
| And not a one of 'em for it. | 6:16 | |
| Anne Meyers | Bihm has called | 6:17 |
| a special meeting for Tuesday | 6:18 | |
| in the hopes that jury members will change their minds | 6:20 | |
| and rescind the fee. | 6:23 | |
| Nelson Foret | They better rescind | 6:24 |
| or they can kiss the election goodbye coming. | 6:25 | |
| That's the way it's going to be. | 6:29 | |
| Anne Meyers | In Eunice, Anne Meyers, KATC Action 3 News. | 6:32 |
| Alice DeRouen | And that special meeting | 6:37 |
| is set for one o'clock on Tuesday | 6:38 | |
| at the St. Landry Parish courthouse. | 6:39 | |
| Bill Leger | Lafayette Mayor Kenny Bowen has appointed | 6:42 |
| his fourth acting director of the utilities department. | 6:43 | |
| Bowen has asked the City Council | 6:46 | |
| to approve a contract for A. Troy Donauer | 6:48 | |
| He is from Tucson, Arizona | 6:50 | |
| and currently works for another utilities company. | 6:52 | |
| Bowen wants the council to pay Donauer $45,000 | 6:54 | |
| for a six month term. | 6:58 | |
| This move is an unexpected one | 7:00 | |
| since Bowen had just named another acting director, | 7:01 | |
| Warren Alvarado just 10 days ago. | 7:04 | |
| Bowen says he is considering appointing Donauer | 7:06 | |
| as a permanent director. | 7:09 | |
| Alice DeRouen | Crowley Mayor Robert East announced today | 7:12 |
| he is running for reelection. | 7:14 | |
| During a press conference at Crowley City Hall, | 7:15 | |
| Mayor East commended his administration | 7:17 | |
| for a job well done during his past term. | 7:19 | |
| Robert East | The financial handling, | 7:23 |

| his future plans for the city include | 7:44 | |
| improving the condition of the city's streets | 7:45 | |
| and expanding the city's boundaries. | 7:47 | |
| Bill Leger | Checking national news, | 7:49 |
| the US military is setting up an airlift to fly medicine | 7:50 | |
| and supplies to Rwanda. | 7:53 | |
| President Clinton has ordered an around the clock airlift | 7:55 | |
| to refugee camps battling starvation and deadly disease. | 7:58 | |
| The US wants to establish a safe water supply | 8:01 | |
| to ward off the cholera plague that is sweeping the country. | 8:04 | |
| Clinton is calling it the worst humanitarian crisis | 8:07 | |
| in a generation. | 8:10 | |
| He says the crisis is claiming one life per minute. | 8:11 | |
| Now if any of you are interested in helping out | 8:15 | |

| You can either write to the address you see on your screen | 8:21 | |

| From about Carencro to Church Point, | 13:22 | |
| probably rain in Crowley and then the rain extends westward, | 13:25 | |
| just west of Lake Charles. | 13:29 | |

| And all of this, once again, is moving toward the east. | 13:51 | |
| It is all in association with a cold front. | 13:55 | |
| Now the cold front is basically a line | 13:58 | |

| - | But there is a healthy choice | 18:50 |

| - | [Elizabeth Schwartz] If you think this is | 18:55 |

| - | [Elizabeth Schwartz] A real Mexican chef | 19:08 |
| has some news for you. | 19:09 | |
| - | They think that the fajitas, the nachos, | 19:11 |
| and the Taco Bell, | 19:14 | |
| that's not our cuisine. | 19:15 | |
| This is our cuisine and it's really good. | 19:18 | |
| - | [Elizabeth Schwartz] From the countryside | 19:23 |
| to the city street, | 19:23 | |
| Mexican food uses ingredients | 19:25 | |
| most people haven't even heard of north of the border. | 19:27 | |
| Squash blossoms in chochoyotes | 19:30 | |
| or dumplings made from corn make a peasant stew. | 19:32 | |
| It's standard fair for caterer Maria Dolores Torres-Yzabal. | 19:35 | |
| So are tropical fruit sorbets | 19:39 | |
| made from zapote negro and mamey. | 19:41 | |
| A North American might ask, "Where's the beef?" | 19:43 | |
| Maria Yzabal | For vegetables, | 19:46 |
| they have everything here. Everything. | 19:48 | |
| - | [Elizabeth Schwartz] Vegetables are crucial | 19:51 |
| to Mexican cuisine. | 19:52 | |
| Before the Spanish conquered Mexico nearly 500 years ago, | 19:53 | |
| Mexicans didn't have sheep or cattle. | 19:57 | |
| The staples were beans, corn, | 19:59 | |
| and chilis just like they are today. | 20:01 | |
| - | This is la gordita regina and this is gordita inflada. | 20:04 |
| - | [Elizabeth Schwartz] At El Bajio, | 20:09 |
| a restaurant in Mexico City, | 20:10 | |
| corn tortillas filled with beans are a specialty. | 20:11 | |
| Maria Carmen Ramirez Degollado recently went | 20:14 | |
| to a so-called Mexican night. | 20:17 | |
| - | And they were giving Taco Bell chili with beans. | 20:19 |
| I was so mad that I called the chef | 20:23 | |
| and I told him that if he was a great chef, | 20:26 | |
| he has first to know what was the Mexico food. | 20:30 | |
| - | [Elizabeth Schwartz] In Mexico, they do have tacos, | 20:35 |
| but don't ask for fajitas or nachos. | 20:37 | |
| Those are inventions of North America | 20:40 | |
| and aren't the real flavor of Mexico. | 20:42 | |
| Elizabeth Schwartz, CNN reporting. | 20:46 | |
| - | Just haven't been eating the right food there, Bill. | 20:49 |
| - | Yeah, that's right. | 20:51 |
| - | Anyway, | |
| smokers and now non-smokers have been at odds | 20:52 | |
| over smoking bans in public buildings. | 20:55 | |
| Now there is a possible solution. | 20:57 | |
| - | That's right. A California man is selling a unique gadget | 20:58 |
| that will help both smokers | 21:00 | |
| and non-smokers deal with the bans. | 21:02 | |
| Look at this. | 21:03 | |
| For smokers, this helmet pulls smoke up through the filters | 21:04 | |
| so it won't bother other people. | 21:07 | |
| Now it also works for non-smokers. | 21:09 | |
| People sensitive to smoke can wear it as well. | 21:11 | |
| It uses a reversible fan which filters the air around them | 21:13 | |
| and keeps it, you know, without the smoke. | 21:17 | |
| Well, the hat can be plugged in | 21:19 | |
| or if you want to use it on the go, | 21:20 | |
| it also runs on batteries. | 21:22 | |
| I just don't think it's gonna catch on though. | 21:23 | |

| to actually relive some moments from the Bible. | 29:17 | |
| How was that? | 29:19 | |
| - | Good. | |
| Pamela | These tents may look like authentic parts | 29:21 |
| of Egyptian history, but they're actually in Opelousas. | 29:23 | |
| The children at our Lady of Mercy's Summer Camp | 29:26 | |
| are playing a part in biblical history, | 29:29 | |
| listening to biblical stories, performing holy rituals, | 29:32 | |
| and taking a closer look at what life was like | 29:35 | |
| in the Holy Lands. | 29:38 | |
| - | We're doing the tribe of Moses crossing the Red Sea, | 29:39 |
| the birth of Moses, | 29:43 | |
| and how he was put on the Nile. | 29:45 | |
| And how he was found by the pharaoh princess. | 29:47 | |
| Pamela | And camp organizers say the Egyptian tribes | 29:51 |
| were very significant to the lessons. | 29:54 | |
| Mary | We've done 12 tribes. | 29:56 |
| And each tribe had a different color. | 29:59 | |
| And the color for the tribe was found | 30:02 | |
| through the book of Exodus. | 30:04 | |
| Pamela | Some of the children | 30:06 |
| had a very different meaning of the tribal colors. | 30:07 | |
| - | It's named Issachar and | 30:10 |
| a lot of people call us banana heads. | 30:15 | |
| (Mary laughs) | 30:17 | |
| Pamela | Why do they call you banana heads? | 30:19 |
| - | 'Cause we have yellow. | 30:21 |
| Pamela | And across town, | 30:23 |
| children at our Lady Queen of Angels | 30:24 | |
| were taking another biblical trip. | 30:26 | |
| - | We took a flight, flight number 25, | 30:29 |
| which is the birth of Jesus. | 30:31 | |
| We went to the Holy Land | 30:33 | |
| and we learned about Jesus, the miracles that he performed. | 30:35 | |
| - | And several of the children say | 30:38 |
| they've gotten valuable lessons from the camp. | 30:40 | |
| The purpose of both camps has been to teach children | 30:43 | |
| about the life of Jesus | 30:46 | |
| and to attempt to relive life in the Holy Lands. | 30:48 | |

| Announcer | From ABC, | 31:40 |
| this is "World News Tonight with Peter Jennings." | 31:41 | |
| - | Good evening. We begin tonight with | 31:44 |
| the worst humanitarian crisis in a generation. | 31:45 | |
| President Clinton described it accurately today. | 31:48 | |
| The tragedy unfolding in the refugee camps | 31:50 | |
| where Rwandans by the thousands | 31:53 | |
| are dying of starvation and disease. | 31:55 | |
| "How can we even count?" said one relief official. | 31:58 | |
| "There is someone dying here every minute." | 32:01 | |
| And with the United Nations charging, | 32:04 | |
| the world has promised much but delivered little. | 32:05 | |
| President Clinton said today that the United States | 32:09 | |
| will do more than promise. | 32:10 | |
| We have several reports. | 32:12 | |
| First, here's ABC's John McWethy. | 32:13 | |
| John | Though the refugee camps are even worse today, | 32:16 |
| the arrival of the first American soldiers at Goma, | 32:19 | |
| an advanced survey team of four people, | 32:22 | |
| marked the beginning of what President Clinton says will be | 32:24 | |
| "An immediate and massive increase in America's effort." | 32:27 | |
| - | The flow of refugees | 32:31 |
| across Rwanda's borders has now created | 32:32 | |
| what could be the world's worst humanitarian crisis | 32:35 | |
| in a generation. | 32:38 | |
| It is a disaster born of brutal violence. | 32:40 | |
| And according to experts now on site, | 32:43 | |
| it is now claiming one life every minute. | 32:46 | |
| John | Orders went out across the US and Europe, | 32:49 |
| sending planes, equipment, | 32:51 | |
| and American soldiers into action. | 32:52 | |
| Expanding airfields is a top priority. | 32:55 | |
| The US is bringing in radar, | 32:57 | |
| landing lights for 24 hour operations, | 33:00 | |
| equipment to unload planes, | 33:03 | |
| to repave runways, and expand aircraft parking, | 33:05 | |
| an effort that could take weeks. | 33:08 | |
| A major supply base will be set up at Entebbe | 33:10 | |
| in neighboring Uganda. | 33:13 | |
| For areas where planes cannot land, | 33:14 | |
| there will be airdrops beginning this weekend, | 33:17 | |
| water purification, storage, | 33:19 | |
| and distribution is another critical priority. | 33:21 | |
| The first US equipment should begin arriving tomorrow. | 33:24 | |
| - | We cannot guarantee that every life can be saved | 33:27 |
| and every need met. | 33:31 | |
| Of course, we cannot do that. | 33:33 | |
| But we can guarantee that we are going to do our best here. | 33:35 | |
| John | As many as 4,000 US troops | 33:39 |
| could eventually be involved. | 33:41 | |
| They will not be peacekeepers, but they will face danger. | 33:43 | |
| - | There's always tension. | 33:46 |
| There's always the possibility of violence breaking out, | 33:47 | |
| intentional or unintentional. | 33:52 | |
| So I think it would be wrong to assume that | 33:53 | |
| it is without any danger. | 33:57 | |
| John | But the real hazards are what the refugees face. | 34:00 |
| For hundreds of thousands, | 34:03 | |
| The US and world effort could mean | 34:04 | |
| the difference between life and death. | 34:06 | |
| For too many others, it will come too late. | 34:08 | |
| John McWethy, ABC News, the Pentagon. | 34:11 | |
| - | Things could get much worse in Goma. | 34:14 |
| The Nyiragongo Volcano, which is only about 10 miles away, | 34:16 | |
| showing signs of activity. | 34:19 | |
| The last time the volcano erupted in 1977, | 34:21 | |
| a wave of molten lava came within 300 yards | 34:24 | |
| of the Goma Airport. | 34:27 | |
| The more immediate threat, however, remains disease. | 34:28 | |
| Today, United Nations relief officials in Goma | 34:31 | |
| began appealing to the refugees, | 34:33 | |
| "Go home. Go home immediately. | 34:35 | |
| You will be safer in Rwanda." | 34:37 | |
| ABC's Ron Allen is at the Rwanda Zaire border. | 34:39 | |
| Ron | It is an agonizing life | 34:44 |
| and death choice to stay | 34:46 | |
| in the disease ridden camps in Zaire or go back to Rwanda, | 34:47 | |
| where these people fear revenge. | 34:51 | |
| Anastazar Camira decides while watching his son, his niece, | 34:54 | |
| and his mother wasting away from cholera. | 34:58 | |
| There are now reports of dysentery | 35:02 | |
| and measles in the camps as well. | 35:03 | |
| Despite the mounting odds against surviving an outbreak | 35:06 | |
| so close to him, | 35:09 | |
| Camira who is Hutu is still more afraid of | 35:10 | |
| the Tutsi Rebels who now govern his homeland. | 35:13 | |
| - | No doubt about it, | 35:16 |
| me and the all the population | 35:19 | |
| who are here will be killed. | 35:26 | |
| Ron | But at the border today, | 35:29 |
| hundreds of refugees were making a different choice. | 35:31 | |
| - | Too many people has been killed by diseases | 35:33 |
| and we're frightened. | 35:36 | |
| We are very, very frightened by these problems. | 35:39 | |
| Ron | The suffering has them willing to confront | 35:43 |
| the horror they fled across the border, | 35:45 | |
| the rebel army which they thought | 35:47 | |
| was trying to slaughter them. | 35:48 | |
| Today it was soldiers from Zaire who stood in the way. | 35:51 | |
| "They tell us it's too dangerous | 35:56 | |
| because of all the weapons on the road," he says. | 35:57 | |
| "We're willing to take that risk." | 36:00 |
