- Once we knew that we would attack the training centers but that it would be more than just a missile attack. We were actually gonna put boots on the ground and we would take any kind of captives that we could who and try and exploit them for intelligence purposes find out as much as we could. One day and I can't really pin it down, but I got a call from Jim Haynes, who was the DOD General Counsel. And he said, we're gonna be picking some people up and we need a place to take them where we'll be able to spend a lot of time, a significant amount of time, interrogating them, finding out what we can. And we want to be able to do that, not be interfered with and we don't want it to be someplace where our interrogators are subject to any kind of attack either. We wanna keep them safe. And we wanna be able to do this for some period of time. And he said, I want to know what your thoughts are on that. And I said, well, what are you thinking? And he said, he mentioned ships at sea. He mentioned Diego Garcia. And I said, well, you know, there's the ships at sea? How many are you talking about picking up? And I say, talking about a few, or a dozen? He said, Oh no it'll be dozens could be hundreds. And I said, well, you can't put them at ships at sea. And he said, well, don't we have brigs. And I explained, yeah we do but only on a few ships. And it's only a few people. I mean, and it's not for that. It's for tall people too that might've done something really bad. You hardly ever use them. I said that won't work. And he said, all right, what about Diego as well? Were gonna have to go through some negotiations, that's not. And finally - Isn't there a naval base in Diego? - there there's Diego Garcia. Yeah. There's a Naval base, but you know the islands British owned, I mean, and so I said, well we'd have to, we'd have to figure that out but I'm not sure that that's the place you want either. And I realized that what he was, I told people later I said, it was very interesting the way he sort of guided the conversation until I finally said, well you're talking about Guantanamo Bay. He said, well, that's a good idea. So it wasn't my idea, but it, but it came out of my mouth. I said, do you want someplace where there's no jurisdiction? He said, yeah, that would be good because I could tell you ships at sea Diego Garcia. And it just evolved to that. And he said, that would be good. And I said, well, I said because at that point, no, no court had ever said they were going to take jurisdiction over. What was going on at Guantanamo - Do you think he had Guantanamo in his mind? That's what you said - I absolutely do. I absolutely do. And everybody, the way I look at it is pretty much everybody in the Navy knows about Guantanamo but I think he did too.
